Bottom line

TRS lets members purchase several categories of service that weren't earned directly under TRS — most commonly out-of-state or out-of-system teaching, military service, and (through June 30, 2028 only) up to two years of Illinois private school teaching. Most categories use contributions plus generally 6% interest; private-school service currently uses the actuarial assumed rate, with a law changing it to regular interest (currently 6%) on January 1, 2027.

Quick facts

  • Most optional service: contributions plus generally 6% interest; private-school credit has a separate rate through Dec. 31, 2026
  • Military service cap: 5 years total, only 2 of which can be non-immediately-following service
  • Private school credit deadline: must apply by June 30, 2028

This is separate from your sick-leave or 2.2 upgrade credit

TRS has several distinct ways members add to their service-credit total, and it's easy to conflate them. Converting unused sick leave and paying to upgrade pre-1998 service to the 2.2% formula are both covered in their own dedicated guides on this site. This guide covers a third, separate category: optional service credit for time worked outside TRS entirely — other states, the military, private schools — that TRS allows you to buy into your record as if it had been TRS service.

What qualifies as optional service

TRS's optional service credit chapter lists several categories. Out-of-system service covers teaching in another state, a U.S. territory, Chicago Public Schools, or a federally operated school; it's capped at no more than two-fifths of your total TRS service and 10 years overall, and must be followed by at least five years back in TRS, CTPF, or SURS service to qualify. Part-time, substitute, and homebound teaching before specific mid-1990 cutoff dates form a separate, narrower category. Approved leaves of absence and involuntary layoffs (reduction-in-force) can also be purchased, generally requiring a return to TRS-covered service for one year or the leave's duration, whichever is less.

Two categories carry real deadlines or hard caps worth flagging specifically: military service and Illinois private school teaching, covered below.

Military service: the 5-year cap and the 12-month rule

Members can purchase up to five years total of active military service and related educational-retraining time, but only two of those five years can be for service that didn't immediately follow TRS-covered teaching. To purchase military service that immediately followed teaching at the more favorable calculation, you generally need to have entered military service within 12 months of leaving TRS-covered (or Chicago Teachers' Pension Fund) employment — the cost for that immediately-following service is based on the salary rate you were earning when you entered the military, not a later or estimated figure.

Private-school credit: a hard 2028 deadline and a changing interest rate

Illinois private school teaching (excluding post-secondary institutions) can be purchased as optional service credit, capped at two years, but only for members with at least 10 years of contributing TRS service who also worked at least one full-time salaried TRS position after the private school service. TRS's own guidance sets a June 30, 2028 application deadline. This category also has a different interest rule: through December 31, 2026, TRS applies its actuarial assumed rate (currently about 7%) beginning after the member's first full-time TRS employment following the private-school service. Public Act 104-0544, enacted as SB 4010, changes this to regular interest (currently 6%) effective January 1, 2027. The change does not remove the 2028 application deadline. Request a current quote from TRS because the price depends on the applicable rule and individual service dates.

The cost formula, and why waiting makes it more expensive

For most optional service categories, TRS calculates cost as the contribution amount that would have been required had the service been earned under TRS, plus generally 6% interest from the date contributions would have been due to payment. Private-school service is the exception described above: its rate is actuarial through December 31, 2026, then regular interest (currently 6%) starting January 1, 2027. Members also cover the applicable Teachers' Health Insurance Security (THIS) Fund contribution rate. Interest accrues until payment, so use a current, category-specific quote rather than applying the general formula to every type of service.

Before purchasing, weigh the cost against what it actually buys you: crossing a vesting threshold sooner, reaching the Tier 1 35-year any-age full-benefit path faster, or avoiding part of an early-retirement reduction. Request a specific cost quote and a benefit-impact estimate from TRS directly — the interest-accrual mechanic means an estimate from a few years ago is no longer accurate.

Get a written cost quote before committing

Because the interest component of the cost formula keeps accruing until the day you actually pay, a cost figure you heard from a colleague or calculated yourself years ago is not a reliable number to act on today. Request a current, written cost quote directly from TRS for the specific service you want to purchase before deciding whether it's worth it relative to what it buys you in eligibility or benefit terms.

Checklist before you decide

  1. Identify which optional service category (out-of-system, military, private school, leave) applies to your history.
  2. Check for any hard deadline or cap specific to that category — private school credit closes June 30, 2028.
  3. Request a current written cost quote from TRS rather than relying on an old estimate.
  4. Weigh the cost against the specific eligibility or benefit gain before purchasing.

Questions people ask

What's the general formula TRS uses to price optional service credit?

Most categories use the contribution amount that would have been due under TRS plus generally 6% interest through payment and the applicable THIS Fund contribution. Private-school service currently uses the actuarial assumed rate through December 31, 2026; Public Act 104-0544 changes it to regular interest (currently 6%) starting January 1, 2027.

How much military service can I purchase?

Up to 5 years total for active military service and related educational retraining, but only 2 of those 5 years can be for service that did not immediately follow TRS-covered teaching.

What does 'immediately following' mean for military service purchase?

TRS generally requires entering military service within 12 months of leaving TRS-covered (or Chicago Teachers' Pension Fund) employment for that more favorable, salary-rate-based calculation to apply.

Is there a deadline to purchase Illinois private school service credit?

Yes — apply by June 30, 2028. The purchase is capped at 2 years and requires at least 10 years of contributing TRS service plus a full-time salaried TRS position after the private-school service. Its interest rate changes from the actuarial assumed rate to regular interest (currently 6%) on January 1, 2027.

Does purchasing optional service credit count toward vesting as well as the benefit formula?

Generally yes — purchased optional service credit becomes part of your total TRS service credit, which is the figure used for both vesting and benefit-formula purposes, though confirm this against your specific purchase type with TRS.

Is it always worth purchasing optional service credit if I'm eligible?

Not automatically — weigh the quoted cost (which grows with accrued interest the longer you wait) against the specific benefit it produces, such as reaching a vesting or full-benefit threshold sooner or reducing an early-retirement percentage.

Can I purchase out-of-state teaching service from any state?

TRS's out-of-system category covers teaching in other states, U.S. territories, Chicago Public Schools, or federally operated schools, capped at two-fifths of your TRS service and 10 years overall, and requiring at least 5 years of subsequent TRS/CTPF/SURS service to qualify.
